When the council was first formed it held its meetings at Infant of Prague Church in Jacksonville. Later other venues were utilized; however, today the council holds its meetings in the IOP Parish Hall.

Father William O’Bryne Council became a council under very trying circumstances. The State Deputy at the time discouraged the potential members from forming a council. This was due to the fact that the members were transitory in nature. The members persevered and became a council and were able to build their membership to about 300 members during the war years. This council supported the first black seminarian in North Carolina.
